ORLANDO, Fla. — A man and a woman physically and sexually abused four children over six years, tormenting them inside a commercial truck that became a “rolling dungeon,” Florida Attorney General James Uthmeier alleged Tuesday.

The suspects — identified as Tamra Stewart, 37, and Keysha Epps, 51 — face a litany of charges related to the abuse of the four children, some of which allegedly took place in Orange County. The two boys and two girls range in age from 5 to 9.

The pair face two counts of sexual battery by a person in custodial authority, two counts of lewd or lascivious molestation of a child under 12, two counts of child neglect without harm and two counts of child neglect causing permanent disfigurement.

Stewart is additionally accused of two counts of battery of a child while Epps faces four charges of failing to report child abuse, with more charges yet to come, Uthmeier said.

“Our children are a gift from God, they’re the greatest gift we could have,” Uthmeier said. “Anybody that wants to violate their innocence, defile them, subject them to the worst of physical terrors needs to face the full force of justice.”

The charges were announced at a press conference Tuesday in Osceola County, at which Uthmeier stood behind a podium emblazoned with the words “Prosecuting Child Predators.” He was flanked by Osceola Sheriff Christopher Blackmon and Florida Department of Law Enforcement Commissioner Mark Glass.

According to Uthmeier’s office, the alleged abuse took place between January 2020 and April 2026 as Epps, Stewart and the children lived and traveled in Epps’ commercial truck. The children, he said, slept in the truck’s sleeper cab as Epps ran routes between Florida and Georgia.

The children, he added, were relegated to sleeping in a single bunk where they lacked food, hygiene and medical care. They did not attend school. The two girls were also subject to years of sexual abuse by Stewart, who admitted to sexually battering one of them in Orlando, according to investigators.

The boys, meanwhile, told investigators they witnessed the abuse but were beaten when they confronted Stewart and Epps. One of the children was diagnosed with a sexually transmitted infection after being removed from their custody.

It wasn’t until a tipster reported the couple about a month ago that authorities began investigating.

“How did nobody over six years detect that these kids were being caged in a truck like this?” Uthmeier said. “The reality is they weren’t let out hardly ever, if ever. The evidence makes clear they were forced to use the bathroom in cups and paper bags — that’s how sick this abuse is.”

The cases will be tried in Orange County by the Office of Statewide Prosecution. However, Stewart’s and Epps’ cases have yet to appear in court filings, and neither of them shows up in jail records as of Tuesday afternoon.

No affidavits that could detail the investigation have been released.
